Killers of the employees of the Tasloja Cement Factory

must be brought to justice.





On July 27,2006, the police and security forces of the Patriotic Union of Kurdistan opened fire on 700 workers of the Tasloja Cement Factory near the city of Suleiumanyia in the Iraqi Kurdistan. Three workers were killed and sixteen more were injured in this cruel attack. The workers came under attack because they launched a strike asking for wage rise and that 300 workers previous fired by the administration be reinstated in their jobs. The response of the security and police forces in Suleimanyia to these demands expressed peacefully was to open heavy fire on workers as if they were facing an enemy entrenched in a battlefield. Incidents like this were 20 workers are killed or maimed at working place for stopping work are rare even in countries ruled by oppressive regimes. An authority serving a capital owned by militia only cannot tolerate stopping production for a moment even when it is decided by the workers themselves.

The authority of the Patriotic Union of Kurdistan have for several years unleashed its police and security forces against the people of Kurdistan where they kill people on various reasons or imprison people for critiquing this authority on daily basis. Today, this heavily corrupted authority whose senior and junior officials are multimillionaires and are partners with the capitalists who own businesses use these forces to protect their capital and to protect the process of production even if it requires terrorizing and killing innocent people.

This is the same authority that talks day and night about (unlimited freedom) (the prosperity of freedoms in Kurdistan), (nobody is to be prosecuted on opinion), (Kurdistan must be ruled by institutional government) and many more lies while in practice has often proved that it is a militia authority which protects capital and capitalists in Kurdistan and is ready to kill innocent protesting workers and toilers.

We condemn this brutal crime. We call on all progressive and freedom loving organizations and individuals inside Kurdistan and worldwide to condemn this anti-human and barbaric crime and exert pressure on the Patriotic Union of Kurdistan to stop killing the discontent freedom loving people of Kurdistan and to recognizes political freedoms including the right to strike and demonstrate. We announce our full support for the demands of the employees of Tasloja Cement Factory and wish the wounded workers quick recovery. We ask that the following demands be immediately realized:

1.      The managers of Tasloja Cement Factory must be dismissed and prosecuted

2.      All members of the police and security squad who committed this crime must be publicly prosecuted.

3.      The victims and their families must be properly compensated for the loss.

Les meurtriers des travailleurs de l'Usine de Ciment de Tasloja doivent être déférés en justice

Ce jeudi 27 juillet, la police et les forces de sécurité de l'Union Patriotique du Kurdistan (UPK) ont ouvert le feu sur 700 travailleurs de l'usine de ciment de Tasloja, prés de la ville de Suleimanieh, au Kurdistan irakien. Trois de ceux-là ont été tué, et seize autres blessés dans cette attaque cruelle. Les ouvriers se sont retrouvés sous le feu car ils avaient commencé une grève pour une augmentation de leurs salaires et la réintégration de 300 de leurs collègues, qui avaient été licenciés. La réponse des forces de sécurité et de police de Suleimanieh à ces revendications exprimées pacifiquement a été d'ouvrir le feu sur les travailleurs, comme s'ils faisaient face à un ennemi sur un champ de bataille. Ce genre d'incidents, au cours desquels 20 travailleurs trouvent la mort ou sont blessés pour avoir seulement cessé le travail, sont rares même dans les pays dominés par des régimes oppressifs. Mais une autorité au service du capital, qui n'a comme soutien que des milices, ne peut tolérer que la production soit stoppée, même lorsque c'est les travailleurs eux-mêmes qui le décident.

L'autorité de l'UPK lâche sa police et ses forces de sécurité contre la population du Kurdistan depuis de nombreuses années, tue et emprisonne chaque jour des personnes pour des raisons multiples, dès lors qu'elles critiquent son autorité. Aujourd'hui, ce pouvoir fort et corrompu, dont les dirigeants jeunes et moins jeunes sont multimillionnaires et partenaires des capitalistes, utilise ces forces armées pour protéger ses richesses et la production, même si pour celà il faut terroriser et asssassiner des personnes innocentes.

C'est ce même pouvoir qui parle nuit et jour des libertés illimitées, de la prosperité du Kurdistan, du droit d'exprimer ses opinions sans persécution, de la nécessité d'un gouvernement stable pour le Kurdistan, et tant d'autres mensonges, alors qu'en pratique l'UPK n'est qu'une autorité appuyée sur une milice prête à tuer des travailleurs protestataires innocents pour protéger le capital et les capitalistes au Kurdistan.

Nous condamnons ce crime brutal. Nous appelons toutes les personnalités et organisations progressistes et qui défendent la liberté au Kurdistan et autour du monde à condamner ce crime barbare et anti-humain, à faire pression sur l'UPK pour qu'elle cesse d'assassiner les défenseurs de la liberté au Kurdistan et reconnaisse les libertés politiques, dont le droit de grève et de manifestation. Nous déclarons notre soutien entier aux revendications des employés de l'Usine de Ciment de Tasloja et souhaitons aux ouvriers blessés un rétablissement rapide. Nous demandons à ce que les revendications suivantes soient satisfaites :


1.  Les dirigeants de l'usine doivent être démis de leurs fonctions et poursuivis
2. Tous les membres de la police et des forces de sécurité impliqués dans ce crime doivent être poursuivis publiquement.
3. Les victimes et leurs familles doivent être indemnisées.

Cher Monsieur. Papandreou (président de l’I.S.),

Comme vous le savez, l’Union Patriotique du Kurdistan (UPK) est membre de l’Internationale Socialiste, à titre d’observateur. Vous devez être au courant que ce parti et les autorités qu’il commande utilisent des méthodes trés oppressives et violentes pour réduire au silence les protestations populaires dans de nombreuses villes du Kurdistan irakien, comme à Kefri, Kalar, Darbanidkhan, Chemchemal et Suleimanieh. Ils répétent les mêmes méthodes dont nous avons déjà fait l’expérience sous le régime baathiste. Cela est particulièrement évident au vu des réponses données aux plus récentes manifestations au Kurdistan irakien.

Le 5, 6 et 7 Août, la population des villes de Chemchamal, Kefri et Darbandikhan s’est mise en mouvement pour défendre ses droits les plus basiques : l’accès à l’eau, à l’électricité et à l’essence. Elle a protesté d’une manière pacifique, en terminant ses manifestations en présentant ses revendications aux autorités aux mains de l’UPK. La seule réponse de leurs forces de sécurité fut d’ouvrir le feu sur les manifestants. Des dizaines de personnes ont été gravement blessés, et des centaines d’autres, qui ont été arrêtés, sont encore en prison aujourd’hui. Les forces de sécurité de l’UPK ont également perquisitionné les résidences de nombreux manifestants. Ce n’est pas la première fois que l’UPK commet de tels crimes ; elle l’a déjà fait par le passé lorsqu’elle a attaqué et tué des manifestants à Halabja, Ranya, Qaladza et Koya.

Avant les protestations d’août, ces mêmes forces de sécurité de l’UPK ont tiré sur une manifestation des travailleurs de l’usine de ciment de Tasloja, et ont blessé 13 ouvriers. Ce comportement est injustifiable.

La population du Kurdistan d’Irak fait face quotidiennement à la corruption, à la répression et à la violence de l’UPK. Les autorités de l’UPK ne répondent pas aux revendications populaires sur les conditions de vie. Alors que beaucoup de personnes n’ont pas accès à l’eau et à l’électricité, c’est une véritable provocation que de voir les chefs de ce parti et leurs associés profiter du meilleur des trains de vie.

Lorsque la population est dépourvue du nécessaire, elle n’a pas d’autres choix que de le revendiquer aux autorités en place - ici, à l’UPK. Et elle doit avoir le droit de le faire sans se heurter à la répression, à la violence et à la torture.

Je vous prie, compte tenu des actes commis, de reconsidérer la présence de l’UPK dans l’Internationale Socialiste. Bien plus, je vous invite à vous placer plutôt du côté de la population kurde et de mettre votre membre-observateur l’UPK sous pression pour qu’elle cesse cette répression et satisfasse les demandes suivantes :

  La libération de tous les manifestants emprisonnés et la fin de la violence et des attaques armées contre les personnes qui défendent leurs droits.

  La reconnaissance du droit de manifester et de s’exprimer au Kurdistan.

  La fourniture en eau, électricité et essence pour tous.

Je suis certain que votre intervention et votre soutien aux revendications exprimées ici peuvent être bénéfique à la population du Kurdistan irakien.

Mais si l’UPK continue sa politique actuelle, cela ne pourra que nuire à la réputation de votre Internationale, et, plus signicativement, apporter toujours plus de misère au peuple du Kurdistan.

Rappelons qu'il s'agit là d'un parti de l'internationale socialiste.
Et que toute la zone est une espèce de protectorat des Etats-Unis depuis l'après première guerre du Golfe. Elle échappait au contrôle du régime de Saddam.

D'ailleurs la plupart des organisations kurdes (et des masses aussi, malheureusement) sont remplies de gratitude envers les USA pour l'établissement de ce presque-état kurde.

The PUK and KDP attack Political Freedom in Iraqi Kurdistan



According to recent reports received from Kurdistan the Patriotic Union of Kurdistan (PUK) and the Kurdistan Democratic Party (KDP) have kidnapped and arrested many political activists in an attempt to create an atmosphere of fear and to gag dissenting voices of protest.



In the last two months waves of protests and demonstrations have erupted in Kurdistan over the lack of basic amenities such as water supplies, electricity, fuel and the growing corruption of the KDP and the PUK.  These protests and demonstrations have spread to most cities and towns across Kurdistan.  The protests have intensified following the recent elections in Kurdistan.  Before the elections all the political parties promised to improve the basic amenities in Kurdistan.  Unfortunately the promised improvements have not materialised; instead the basic services and amenities have declined, whilst the wealth of the officials of the KDP and PUK continues to grow.



Instead of meeting the demands of the protestors, the PUK and KDP continue to try to suppress the demonstrations by shooting at the demonstrators and arresting political activists or anyone thought to play a part in organising the protests.  Many political activists are being held in the notorious prisons of Akre, Kany goma and Qalacholan.  Often they are released several days later with no charges against them.



Kordo Karim was killed on 16 March  at a demonstration in Halabja.

Hawez Hawezi, the correspondent of Hawlati newspaper was arrested on 17 March 2006 in the town of Koya for writing an article critical of the authorities.

Jabar Soffi an activist of the Worker Communist Party of Iraq was shot at and seriously injured on 23 March 2006

Bashdar Ali an activist of the Worker Communist Party of Iraq and a well known student activist was arrested on the 21 March 2006. Whilst in custody he was warned to give up political activity or he would be killed.

Azad Majed an activist of the Worker Communist Party of Iraq and a well-known figure in the city of Kirkuk was threatened by the PUK’s militia during a demonstration against an increase in fuel prices.



On the anniversary of the notorious so-called Anfal campaign by the Baath regime, which claimed the lives of thousands of people, the PUK has created an atmosphere of fear in the region of Garmian to prevent the relatives of the victims from protesting against corrupt officials of these parties who take advantage of sympathy for the victims of the Anfal campaign, while relatives of victims grow poorer and more deprived.

The PUK armed men, just like the Baath forces did, go from house to house searching for activists who are engaged in organising demonstrations on the anniversary of the Anfal asking for basic services for the families of the victims. In the last 3 days, Hussein Salih, the member of the WCP of Iraq and also a well-known figure in labour movement and Zmnako Aziz, the member of the Politburo of the WCP of Iraq have been jailed in order to foil these demonstrations and gag the protests.

On Thursday morning 27 July 2006 the workers of the Tasluja Cement Factory in Suleimanya took part in a peaceful protest demanding a pay rise and the reinstatement of fellow workers who had been sacked.  The PUK shot into the demonstration and 13 workers were badly injured.





In the past 10 days demonstrations and marches protesting against shortages of petrol, electricity and corruption of the PUK  took place in the following cities:

7 August Shorsh

9 August Darbandyxan

10 August Kalar

5 August Kfry

7 August Zarayan

12 August Kirkuk

13 August Sulaimanya



Thousands of people have participated in these demonstrations. Instead of listening to the protestors the PUK opened fire on them. As a result Aryan Mahmoud in Kalar was killed also shkar Amen in Darbandyxan was killed, and 60 people were injured. Reportedly, about 2000 young people have been displaced in a week. Over 400 people have been arrested, amongst them:



Zmanko Aziz, Akrim Muhammed, Said Mustaf, Hwar, Bahra Muhammed, Hariz Muhammed, Kajaw Jamal, Shoxan, Ali Maulud, Salah Baban

These oppressive acts of PUK and PDK are completely against the interests of people in Kurdistan. They amount to the violation of the basic rights of these people. They are in contrast to all claims made by the officials of these two parties in regard to flourishing political freedoms and freedom of expression in Kurdistan. They are an attempt to consolidate the oppressive rule and terrorise people of Kurdistan.

The International Federation of Iraqi Refugees will do our best to defend the political and civil rights and freedoms of people in Kurdistan.  We demand that:

1.      The PUK and KDP stop the oppression against people and political activists.

2.      They recognise the right to demonstrate, express opinion and engage in political activity as basic rights of people in Kurdistan

3.      All political activists and those arrested during various demonstrations in different parts of Kurdistan be released immediately.

4.  The PUK and the KDP meet in full the demands of the protestors and negotiate with the protestors’ chosen representatives.

5. Water and electricity be supplied equally to everybody.

At the same time, we call on all human rights and refugees organisations and progressive parties and groups to support our struggle to defend the basic rights of people in Kurdistan. Write letters of protest to the offices of the PUK and PDK in your countries. Put pressure on them to officially recognise the above-mentioned rights of people of Kurdistan. Fax your letters to:

Notre camarade Tarik Mahdi a été assassiné


Ce 18 août 06, notre camarade Tarik Mahdi, secrétaire général du syndicat des services et professions de la santé et membre du Congrès des libertés en Irak, a été assassiné par un gang religieux à Mahmudiya, prés de Bagdad.

Tarik était un militant opposé à la guerre civile entre groupes confessionnels, chiites et sunnites. C’était un combattant contre l’occupation, qui chaque jour, sur son lieu de travail, organisait la mobilisation contre les crimes de forces d’occupation et contre le terrorisme.

C’est son travail pour construire le Congrès des libertés, son incessant combat contre les gangs religieux, qui les a poussé à programmer son assassinat. En tuant Tarik, ils montrent une fois de plus que leur seul projet de société, c’est d’être des criminels et des égorgeurs.

La mort de Tarik n’affecte pas notre détermination à poursuivre son combat conte l’occupation et la guerre civile. Nous adressons à ses proches nos sincères condoléances, et nous promettons de poursuivre son combat pour un monde meilleur.
